ORDER APPOINTING MERIT SELECTION PANEL
   
         WHEREAS, the United States District Court for the District
 
of Delaware is authorized to appoint a second full time United
 
States Magistrate Judge for the District of Delaware;
 
         NOW, THEREFORE, pursuant to the provisions of 28 U.S.C. §
 
631 and § 3.02 of the Regulations of the Judicial Conference of the 

United States,

         IT IS ORDERED that:
  
         1. The following persons are hereby appointed members of
 
 the Merit Selection Panel of this Court:
 
            Chair: William J. Wade, Esquire
            Ben T. Castle, Esquire
            Doneene Keemer Damon, Esquire
            W. Harding Drane, Jr., Esquire
            Dr. Linda Gilliam, dentist
            John S. Malik, Esquire
            William E. Manning, Esquire
            Arnetta McCrae, Esquire
            Nicholas H. Rodriguez, Esquire
            Patricia Smink Rogowski, Esquire
            Dr. David P. Roselle, educator

         2. The Merit Selection Panel shall proceed forthwith to 

undertake the duties and responsibilities as provided by statute 
 
and regulations as hereinbefore provided and, in particular, 
 
Regulations § 3.03 and § 3.04, which duties shall include the
 
receipt of applications for the position of Magistrate Judge for

the District of Delaware and, after due consideration of said 
 
applications, the preparation of a report to the United States 
 
District Court for the District of Delaware.
 
         3. Public advertisements shall be made and posted in 

appropriate public facilities describing the duties of the 
 
Magistrate Judge, the prerequisites for office and the procedures 
 
for obtaining and submitting applications for the position.
