Request for Proposals for Courtroom Technology

The U.S. District Court, District of Delaware, at 844 North King Street, Wilmington, Delaware, is seeking proposals from vendors interested in providing courtroom technology, audio visual systems and evidence presentation systems provided at 844 N. King Street Wilmington DE 19801. The Courtroom 6C AV system will consist of the following scope.

Courtroom 6C Scope of Work
 
Furnish and install an AV over IP system to replace the current AV system in Courtroom 6C. The system (as described below) will have the existing AV wiring removed and replaced. Also, the rack location will be moved down the hall to the same closet services Courtroom 6B. The existing OFE equipment rack will be reused, as will the existing OFE ceiling speakers. A proposed schedule of completing the project will be required.
 
PROJECT SUMMARY
Installer / Integrator will furnish and install an AV over IP system to replace the current AV system in Courtroom 6C. All necessary equipment (outside owner provided equipment) cabling, connectors and miscellaneous items to ensure a fully functional audio system. The system (as described below) will have the existing AV wiring removed and replaced as required. Also, the rack location will be moved down the hall to the same closet services Courtroom 6B. The existing OFE equipment rack will be reused, as will the existing OFE ceiling speakers.
 
Audio Inputs:
- Low-profile BeyerDynamic speech array mics – Witness Stand, Judge and Lectern
- Shure cardioid boundary mics – Prosecution and Defense
- Shure tri-element omni boundary mic – Sidebar
- Program audio from HDMI/VGA+A inputs at Prosecution desk, Defense desk and Court Reporter desk
 
Audio Outputs:
- OFE Ceiling speakers – all microphone and display audio, or white noise (from Biamp mic mixer/DSP)
- Judges mic – send feed to OFE transcription system, input 1
- Lectern mic – send feed to OFE transcription system, input 2
- Witness mic – send feed to OFE transcription system, input 3
- Prosecution/Defense and Sidebar mics – send feed to OFE transcription system, input 4
-NOTE: WHEN SIDEBAR IS ON ALL OTHER MICS ARE MUTED, INCLUDING FEED TO PHONE CONNECTION
- All audio – send feed to Judges chambers’ OFE powered speaker
- NOTE: ABILITY TO TURN CHAMBERS FEED ON AND OFF VIA CONTROL SYSTEM
- OFE Williams Assistive Listening System – all microphone and display audio, or white noise
- All mic and display/program audio sent to phone connection
 
Video Inputs:
- Defense – hdmi/vga+a inputs via furnished and installed encoder
- Prosecution – hdmi/vga+a inputs via furnished and installed encoder
- Court reporter station – hdmi/vga+a inputs via furnished and installed encoder
 
Video outputs:
- Furnished and installed 80” LED HD Commercial display on side wall, on swing-arm wall mount (note ADA requirements)
- OFE display/monitor at Judge’s desk
- NOTE: OFE display/monitor should have HDMI input
Control:
- Furnish and install a Crestron Control System
- Furnish and install a 10” touch panel at Judge’s desk
- Furnish and install a 7” touch panel at Defense desk
- Furnish and install a 7” touch panel at Prosecution desk
 
INSTALLATION WILL INCLUDE THE FOLLOWING:
(1) Delivery of the equipment.
(2) Assembly and mounting of all supplied equipment.
(3) Alignment, system-startup and testing.
(4) User training and documentation
(5) All required Cable will be provided, installed and terminated by others.
 
INSTALLATION NOTES/TERMS AND CONDITIONS:
(1) This proposal assumes non-union labor rates.
(2) This proposal assumes that all cable pathways are clear.
(3) Any and all conduit, floor cores required for system will be supplied by others.
(4) Electrical power shall be provided by others and it shall be the responsibility of the customer to provide adequate, dedicated power.
(5) Pricing is based upon continuous, uninterrupted work during normal business hours 7:30am – 5:30pm Monday through Friday excluding Court-observed holidays, including travel time.
 
BASIC INSTALLATION WARRANTY:
Installer warrants its installation services will be free of defects in workmanship and materials for a period of one (1) year. Installer / Integrator warrants its system programming (i.e. Crestron, AMX, Biamp) for a period of ninety (90) days. These warranty periods will begin at the earlier of; the completion of the installation or the first substantial use of the equipment. In addition, the equipment may be subject to manufacturers’ limited warranties varying in length from ninety (90) days to five (5) year.
